[hwreg][lib/arch] Clarify hwreg::EnablePrinter usage and reduce usage hwreg::EnablePrinter has a large runtime cost in terms of stack size and code size. This change sprinkles some references to the associated bug (which aims to improve matters) and removes some unnecessary usage of the feature.
