[audio_core] Honor block_size in EffectStage

In EffectStage, we'll block-align any requests for audio frames so that
the EffectProcessor block_size can be honored. To implement this, we
retain the downstream Stream::Buffer across LockBuffer calls so that
any partial unused frames can be reused in a subsequent request.
