[build] Add resource_tree() template.

This adds a new build template that makes it easy to install
a tree of sources into a single install location. This is
necessary because GN source expansion cannot preserve the
original sources item path values when they contain path
elements.

This will later be used to replace package() and test_package()
instances with corresponding fuchsia_package() and
fuchsia_test_package() ones, respectively.

+ src/sys/pkg/tests/pkg-resolver/BUILD.gn: Use resource_tree()
  to avoid defining multiple resource() entries and a group()
  to assemble them into a single dependency.

  Also removed unneeded list of resource() targets (one per file)
  that duplicated the content of the :empty-repo group() in
  the same BUILD.gn file!
