[bt][host][gap] Do not trigger auto-connect for non-connectable peers - Fixed the LE discovery manager's "connectable peer callback" to be only invoked on connectable peers. - Updated related unit tests that relied on bonding state to match the new behavior, which is driven by connectability only. - Reduced log spam caused during background scan. Test: bt-host-unittests --gtest_filter=GAP_LowEnergyDiscoveryManagerTest.* Change-Id: I024500b7565bf642712c1db72c0ad623c5484ee1 Reviewed-on: https://fuchsia-review.googlesource.com/c/fuchsia/+/376913 Commit-Queue: Arman Uguray <armansito@google.com> Reviewed-by: Lucas Jenkins <lucasjenkins@google.com> Testability-Review: Lucas Jenkins <lucasjenkins@google.com>
