[bt][host][gap] Do not trigger auto-connect for non-connectable peers

- Fixed the LE discovery manager's "connectable peer callback" to be
only invoked on connectable peers.
- Updated related unit tests that relied on bonding state to match the
new behavior, which is driven by connectability only.
- Reduced log spam caused during background scan.

Test: bt-host-unittests --gtest_filter=GAP_LowEnergyDiscoveryManagerTest.*
