[amlogic-display][vout] Inject PanelConfig to Vout.

This adds the PanelConfig const pointer to Vout ctor so that the
PanelConfig will be injected and stored in the factory function.
DSI Vout-related hardware component classes (e.g. Clock, DsiHost,
and Lcd) may use the PanelConfig from the given pointer.

Test: no-op expected.
Test: core.nelson booted.
