[fidl][go] Step #1: migration to uint64 ordinals

Temp code in socket control bindings for 64bits ordinal migration.

Required step to migrate the MessageHeader.Ordinal field from uint32 to
uint64 whilst keeping source compatibility, and semantic compatibility.
