[fuchsian.net.name] Add Lookup This replaces fuchsia.net.NameLookup with a protocol whose SDK inclusion is decoupled from fuchsia.net, granting finer control over SDK API exposure in accordance with API_EVOLUTION.md. This wasn't possible before build unification.
