[media][tests] Audio analysis lib functions for phase

This test-only CL adds functions to the audio analysis library,
specifically to measure phase response. This will be done during
Fourier transforms that we already perform in order to measure our
frequency response and SINAD.

Phase response will be increasingly important as we add more
advanced resampling (and other audio functions) to the media
subsystem.

Test: 7 new cases added that test the analysis lib.

Fuchsia

Pink + Purple == Fuchsia (a new operating system)

What is Fuchsia?

Fuchsia is a modular, capability-based operating system. Fuchsia runs on modern 64-bit Intel and ARM processors.

Fuchsia is an open source project with a code of conduct that we expect everyone who interacts with the project to respect.

How can I build and run Fuchsia?

See Getting Started.

Where can I learn more about Fuchsia?

See the documentation.
