[network/testing] Add ipv6-autoconfig expectations

Add expectations for the ipv6-autoconfig suite.

Add NoResponse as a test outcome which is observed for NS3 with case
4.1. This outcome is just a specific type of failure.

Cases 2.2, 3.1, and 5.1 rely on setting DAD transmits which is
unsupported by NS2, so skip those specific cases when running against
NS2.
