[chunked-compress] Refine chunk sizing algorithm Uses the following rough heuristics (the specific numbers will be easy to tune later): - Allow for chunks as small as 8K - Target chunk sizes that result in about 256 seek table entries. - For large files, make chunk sizes as small as possible without exceeding the max seek table size (1023 entries).
