[lowpan][lowpan-spinel-driver] Add spinel enums for allow/deny list

This change simply adds the enums required to support the allow/deny
list feature, being tracked by <fxb/44680>. Full support will come in 
a later commit.

The values for these enumerations came from here:

https://github.com/openthread/wpantund/blob/master/third_party/openthread/src/ncp/spinel.h
