[icu][i18n] Makes sshd-host ICU-aware This makes sshd-host ICU-flavors for use in product assembly. sshd-host is exposing the ICU data files in the /data directory of the child processes it launches, in order to let simple executables (e.g. tz-util) access it directly. Hence this requires generating several flavors of the sshd-host-component component, each one of them hosting a different version of the data files.
