[wlan] Demote core tests to wlan-cq, promote wlancfg tests to cq

Having 0 tests for a given product bundle on a given builder means we
save the ~5 minute cycle of flashing the required image. Therefore,
demote the two core tests which connect to an AP and start a soft-ap.
Instead, promote the wlancfg test to start a soft-ap (alongside the
existing wlancfg test to connect to an AP), so that we have similar
full-stack coverage of connect and softAP flows, but with less flashing
overhead.
