[symbolizer] Allow C++ callers to symbolize addresses directly.

Allows in-tree tools to avoid a dependency on the text format which
is unstable and difficult to parse.

Removes some unused arguments from the Symbolizer API.

Allows constructing a CommandLineOptions without using argc/argv.
