[docs] Update Fuchsia Build System docs.

- Replace shell code examples with step-by-step sections to improve readability.
- Remove out-of-date information about `fx pave`.
- Update list of build targets to include `fx cleandead-build`.
- Remove information about fx whereiscl.
- Replace paving terminology with flashing, as paving is no longer the primary flashing mechanism.
