[feedback] Time functions take a const ref

* All member functions of timekeeper::Clock are const so
there's not need to pass around a pointer and we can use a const
reference instead.

TESTED=`fx run-test crashpad_agent_tests`
TESTED=`fx run-test feedback_utils_tests -t time_unittest`
