[starnix] Use ffx to start starnix components This CL integrates ffx into the starnix developer workflow. Rather than running starnix in a nested CFv2 instance inside CFv1, we now run starnix directly in CFv2. The starnix_manager is now a child of the core realm (when developing starnix). You can start starnix components using the following ffx command: ffx starnix start <url> This CL updates the README.md with the current instructions for running starnix.
