[netdevice-migration] Use ddk::base_protocol mixin

Use the ddk::base_protocol mixin class with
ddk::NetworkDeviceImplProtocol such that the netdevice-migration driver
can serve as a parent driver for the network-device driver.

Tested: fx test netdevice-migration-tests
