[rbe] remotetool needs GCE creds in infra Infra recipe module for RBE sets RBE_use_gce_credentials=true, which is also needed for `remotetool` (used for explicitly downloading certain artifacts when --download_outputs=false). Users will still use ADC, which at the moment requires `gcloud auth`.
