[goldfish] Add fake_pipe common library.

Drivers that uses fuchsia.hardware.goldfish.Pipe banjo protocol
need a "fake" Pipe protocol implementation for testing purposes.
And we can provide a unified library for all the drivers' use
cases.

This change adds a new library (//src/devices/testing/goldfish/
fake_pipe) which serves as a fake Pipe implementation and is
designed to be used by all pipe-based drivers, including goldfish-
control and goldfish-sensor.
