[wlan] Remove IEEE 802.11-2016 enumerations from <wlan/common/*>

We replace the wlan_status_code enum in <wlan/common/status_code.h> and
the wlan_reason_code enum in <wlan/common/reason_code.h> with the
single, most strictly typed definitions from generated FIDL headers.

In the files that we fix here, we also do some build dependency
reorganization in their BUILD.gn files.
