[component][events] Set boot time in the event header

It seems desirable to know when exactly events on the device happened
regardless of suspension. This change modifies the EventHeader to carry
BOOT_TIME instead of MONOTONIC_TIME and refactors Archivist to interpret
the timestamp in the event header as BOOT_TIME.
