[wlan][mlme] Channel switch support in MLME

After this change, SoftMAC MLME can handle basic channel
switch announcements (with a compatible driver).

Additional changes:
* Plumbs through the scan cancellation API, since this API will
  need to be supported by any driver that wants to reliably
  follow channel switches.
* Removes the mac_unconfigure_bss call in iwlwifi SetChannel.
  This would trigger a disassoc on every channel switch event.
