[kernel][hypervisor] Map the interrupt controller as uncached device This is only really a problem for the hypervisor unit tests but it manifested as a bug on astro. Usually the guest would internally map the interrupt controller as uncached memory but the tests do not use the MMU or map the interrupt controller in any way.
