[appmgr] Second attempt to increase timeout After fxr/404917 was landed the tests are still timing out at 30 seconds even though 60 seconds is specified. This updates the timeout by wrapping the tests in a group instead and specifying the timeout for the group. Verified locally by adding long sleep calls to a test and checking how long the test takes to time out.
