[cobalt] Remove the ability to write to both devel and prod environments.

Now that the migration from devel to prod is complete, this functionality
is no longer needed.

Tested: updated unit tests fo configuration_data, cobalt_testapp integration
test continues to test the setup in cobalt_app.
