[llcpp][benchmarks] LLCPP EchoCall benchmarks

These are intended to detect performance regressions in the LLCPP APIs.
They are based around the sync call APIs, but it is also possible to do
similar for the async APIs.

LLCPP/EchoCall/ByteVector/256/Steps.EchoCall/WallTime                                                 added             -              -                      9381 +/- 137 ns
LLCPP/EchoCall/ByteVector/4096/Steps.EchoCall/WallTime                                                added             -              -                      11409 +/- 336 ns
