[time] Cease starting the UTC clock in Component Manager.

Without starting the clock on creation the change means the clock wil
remains fixed at backstop time until Timekeeper acquires a valid UTC
and sets the clock.

This is desirable because time clients will now we able to wait for the
ZX_CLOCK_STARTED signal to learn when the clock is started.
