[bt][host] Create A2dpOffloadManager class

* Track A2DP offload status
* Move StartA2dpOffload(), add StopA2dpOffload(), and add SetA2dpOffloadStatus()
* Pipe class through LogicalLink to ChannelImpl
* Add unit tests

Test: fx test //src/connectivity/bluetooth/core/bt-host
