Revert "[starnix] Implement ioctls for LoopDevice"

This reverts commit 01c8b44c9cf5c4d51867bc7061fa7c8225af3d7c.

Reason for revert: starnix ltp tests are broken since 3pm; had to revert this change due to merge conflicts of reverts.
