[rust][3p] fix half OWNERS file

* https://fxrev.dev/1135593 removed the deeper path, but
  `fx update-3p-owners` wasn't run again
* this was manually edited as running `fx update-3p-owners` results
  in many OWNERS changes that are best reviewed in a separate CL
  while the half fix unblocks adding a new half version
