[e2e] use new port forwarding for webdriver

Updates the sl4f client libraries to use the tcp proxy for forwarding
web driver connections. As chromedriver does not support ipv6 addresses
containing a zone id, ssh is left as a fallback for these cases. This
is effectively a reland of fxr/395367.
