[bt][gap-bredr] Add assertion for Debug Combination link keys

Add invariant check message and TODO in case of turning on the
controller's pairing debug mode.

Bug: 36360

Test: Ran bt-host-unittests; assertion was not triggered and otherwise
no new logic added.
