[ui-input] Reorganize unused activity-manager code.

Root Presenter no longer requires activity manager. It's unclear if
Headless Root Presenter needs it. This patch deletes references to
activity manager in Root Presenter, and moves the code to Headless Root
Presenter. We can delete it from Headless Root Presenter if we determine
it's not required there either.
