[display][fidl] Move fuchsia.hardware.display.types/ConfigStamp.

This CL moves the client-side ConfigStamp FIDL type to
fuchsia.hardware.display/ConfigStamp. The package is appropriate because
the type is not shared between Coordinator clients and engine drivers.

This CL also updates the doc comment for ConfigStamp to reflect the
recent ApplyConfig3 changes.
