[docs] Devsite restructure phase 2 CL 01 - Move files out of zircon dir.

Move the files from the 'zircon' directory to the following categories
in the 'development' directory:

- benchmarking
- build
- components
- languages/c-cpp
- debugging
- (tools)/emulator

And update the _toc.yaml of the DEVELOPMENT section.
