[crashsvc][inspector] Print all threads stack traces upon crash.

Before crashsvc would only print the thread under crash.
With this extension to inspector, the library will print also all other
threads if instructed to do so.

TEST=Added test for inspector print info and extended backtrace request
     tests to support multiple threads.
     fx set .... --with-base //garnet/packages/tests:zircon
     fx shell -- /system/test/sys/inspector-test
     fx shell -- /system/test/sys/backtrace-request-test

     Run `fx shell -- crasher write0_mt` and verified output on x64 QEMU
     and arm64 astro.

Bug: 5131 # Crash prints all threads.
Bug: 30546 # Inspector prints all threads.
