Reland "[pwrbtn-monitor][devices] Move OOM listening"

In the reland we fix an issue where the code under test closing
the response channel from mock services was considered a failure.
It is not necessary for the mock services to be able to send a
response. Also resolved as issue with concurrency in unittests
which caused flakes.

This reverts commit 7c30574e120ff82cf28e4349dad7d8fb4201d80d.

Original commit message follows:

Move OOM event listening to pwrbtn-monitor from driver_manager.

This also removes filesystem shutdown code from driver_manager
since this will be handled by the orderly shutdown of userspace
that the pwrbtn-monitor will do when it gets he OOM signal.
