[bundles] Add bundle for tests with virtualized guests These tests are too expensive (in size and runtime) for infra to build/run in all builds by default. To try to restore the coverage lost in I5bee46f0adce2eab32eaf41f0b4fc6ba1b059292, this change defines a separate bundle that we can include on a set of virtualization-specific bots (which we can run less frequently and which should generate much less load on infra).
