[triage] Transition to new self-test style

This CL allows the .triage file "test" entries to contain either an
"inspect" field (old style) or a much simpler "values" field that is
a map from value names to the value they should have for the test.

This CL is a transition to fxr/401762 which will only allow "values".
Since the ABT Triage library is released separately from the source
tree, a soft transition is necessary.
