[fint] generate descriptor set during the build This enforces the descriptor set file (static.desc.pb) is updated whenever static.proto is updated. Also rename the desciptor set file so that: * The output file name has the same basename as the input file name. * Use the most common file extension for serialized protocol buffers: "pb".
