[component][fuzzing] Replace buffer with VMOs

This CL replaces all instances of fuchsia.mem.Buffers with VMOs that
have the ZX_PROP_VMO_CONTENT_SIZE property set. This change is in
anticipation of switching to using fuchsia.debugdata.Publisher.

Additionally, the use of the size property makes the inline header for
variable length SharedMemory objects redundant. That class has been
simplified as a result, e.g. LinkReserved and LinkMirrored have been
combined into just Link.
