[a11y] A11y Settings Manager redesign. This cl does following two things: 1. Breaks Settings Provider and Watcher functionality into separate protocols. 2. Added a new Matrix for storing Color Correction and Color Inversion matrix. 3. Removed GetSettings functionality since its redundant as Watch() already exist.
