[dhcp] Add reset_*() to fuchsia.net.dhcp.Server

Add reset_options() and reset_parameters() FIDL methods to
fuchsia.net.dhcp.Server, implement these methods in dhcpd, use them
in dhcpd-cli, and add tests covering this functionality.
