[brcmfmac] Refactor sim tests In preparation for having multiple simulation tests, create a base class for simulation tests that handles behavior that should be common across most tests (device instantiation, simulated environment and simulated devmgr setup) and provides a convenient way to start interfaces on the simulated device.
