[test_runner] Add debugger support
This follows the same logic in elf_runner.
1. Serves "elf/build_id" in the runtime directory.
2. Waits on "break_on_start" eventpair before launching the tests.
Test: while a test is running, `ffx component show` can display the job
id of the test.
