[display][coordinator] Use valid fallback color pixel format.

This CL prepares for adopting the DriverLayer type in api-types/cpp.
DriverLayer performs more strict precondition validation than our
current code.

Test: Upcoming virtio-gpu-display migration doesn't crash on color validation
