[system_updater] Remove optional update argument

Fix a build issue where some tests run the new update checker with the
old system updater that doesn't understand the new update flag by not
passing in that flag yet and using the default value.

Bug: PKG-794 #comment need to provide -update flag later
Test: systemupdater-tests
