[superproject] Roll third_party/openssh-portable [ssh][docs] Updating Fuchsia README

This updates the Fuchsia README to refer to fuchsia.dev for information
on SSH keys.

This is part of the project to remove SSH keys usage at build time
and only use them at run time.
