[maxwell] Remove maxwell agents. This code is no longer actively used and including it in shells is leading to crashes. Test: verified shells still properly work with agents removed Change-Id: I4e667d44b68e177bf12df74530f170127e24b050
Topaz augments system functionality by implementing interfaces defined by underlying layers. Topaz contains four major categories of software: modules, agents, shells, and runners.
